Fluet is excited to announce the arrival of two exceptional Partners as the firm continues its strategic growth into 2025. Following a year of significant expansion and strengthened capabilities across its core practice areas, these additions further demonstrate Fluet’s commitment to building a dynamic and growing firm serving the National Security community – aerospace, defense, intelligence, and dual-use technology. Duc H. Nguyen and Kevin Carroll bring impressive credentials and deep experience that will further strengthen the firm’s expanding Government Contracts and Litigation + Investigations Practices.
Meet the new Partners:
Duc H. Nguyen | Partner, Government Contracts Practice
Duc joins Fluet from a leading national corporate monitoring and compliance firm, following his role as Senior Debarring Official at the U.S. Environmental Protection Agency (EPA) and over 30 years of distinguished public service experience. His deep experience in suspension, debarment, and corporate responsibility matters, combined with his experience at NASA and the U.S. Army Material Command focused on procurement fraud and coordination of remedies, brings a valuable perspective to the firm’s Government Contracts Practice. Throughout his career, Duc has been instrumental in protecting federal programs and promoting corporate responsibility, handling over 1,000 suspension and debarment actions, and executing numerous administrative agreements with major organizations. Duc served as Vice Chair of the Interagency Suspension and Debarment Committee and is currently active in the American Bar Association as a Vice Chair and former Co-Chair of the Debarment and Suspension Committee. Duc co-authored the ABA’s Practitioner’s Guide to Suspension and Debarment and authored the “SDO Determination of Present Responsibility” subchapter of the Practitioner’s Guide. But, like so many of our team and clients, Duc began his career on active duty service in the U.S. Army (for two decades), deploying to combat zones in different roles as a military logistician and Judge Advocate.
Kevin Carroll | Partner, Litigation + Investigations Practice
Kevin brings a unique blend of military, intelligence, and legal experience to Fluet. A former Central Intelligence Agency (CIA) case officer and senior counsel to the Secretary of Homeland Security, Kevin’s practice focuses on congressional, criminal, government, and internal investigations, and national security matters. His experience includes representing Cabinet officials, executives, and organizations in sensitive investigations and complex regulatory matters. As a recently retired Army Reserve colonel with 30 years of service, Kevin’s background in national security and intelligence adds significant depth to the firm’s Litigation + Investigations Practice. Kevin maintains an active TS/SCI clearance.
“These additions reflect Fluet’s commitment to building upon its momentum and expanding capabilities to serve client needs,” said Tom Craig, Managing Partner. “Both Duc and Kevin bring extraordinary backgrounds in public service and private practice that align perfectly with the firm’s strategic vision. When clients come to Fluet, they get the very best representation – with the sort of expertise usually found only at ‘Big Law.’ But, here, our lawyers – like our clients – are entrepreneurial, focused on helping businesses to grow (not just managing risk), and appreciate the high-risk/high-reward environment. When our clients need advice on how to accomplish what may seem nearly impossible, we roll up our sleeves, and rely on the lessons learned from our deep experiences – we don’t ask junior lawyers to write an academic treatise. Duc and Kevin have the sort of frontline experiences that our clients need to help them through the challenges of the work they do supporting the National Security community – whether aerospace, defense, intelligence or dual-use technology. “
These strategic additions build upon Fluet’s successful growth and position the firm to continue delivering exceptional service to clients across its core practice areas. To learn more about the firm’s integrated approach to legal services, click here.
