Duc H. Nguyen serves as a Partner in Fluet’s Government Contracts Practice, bringing extensive experience in federal procurement, suspension and debarment, and corporate compliance from his distinguished career in both private sector and public service.

Mr. Nguyen joins Fluet from a national independent integrity monitoring firm, where he serves as Managing Director of Suspension, Debarment, and Corporate Responsibility. Prior to his ongoing role in corporate monitoring and conducting independent ethics and compliance assessments, he served as the Senior Debarring Official at the Environmental Protection Agency (EPA), where he issued over 1,500 exclusion notices and executed more than 50 administrative agreements with multinational corporations, government contractors, and public authorities. During his tenure at EPA, he also served as Vice Chair of the Interagency Suspension and Debarment Committee (ISDC), appointed by the White House’s Office of Management and Budget.

Prior to EPA, Mr. Nguyen was a Senior Attorney at the National Aeronautics and Space Administration (NASA) Headquarters, where he coordinated procurement fraud remedies and served as program counsel for acquisition integrity. He also served as an Attorney-Advisor for contracts and procurement law at Headquarters, U.S. Army Materiel Command (HQAMC), where he provided legal oversight for contracts valued in excess of $100 billion.

Mr. Nguyen’s expertise spans the full spectrum of federal procurement, including suspension and debarment, procurement fraud remedies, government contracts, and corporate compliance. He has extensive experience working with the Department of Justice, senior agency leadership, and procurement officials to protect federal programs and promote corporate responsibility.

He completed two decades of distinguished active-duty service in the U.S. Army, serving in various roles as both a military logistician and Judge Advocate, with assignments and deployments to East Asia, Africa, and the Middle East.

Mr. Nguyen is active in the American Bar Association, previously serving as Co-Chair of the Debarment and Suspension Committee and currently serving as Vice-Chair. He co-authored the ABA’s Practitioner’s Guide to Suspension and Debarment and authored the “SDO Determination of Present Responsibility” subchapter.

In addition to his legal expertise, Mr. Nguyen is multilingual, being fluent in Vietnamese, with intermediate French proficiency, and basic Korean language skills. He brings unique perspective as a former refugee and maintains an active role advocating for Southeast Asian refugees and coordinating community events.
