Fluet is pleased to announce the addition of three more accomplished professionals to the firm’s Government Contracts Practice—Partner Robert Wu, Counsel Mark Teskey, and Associate Ruth El.

The new team members bring decades of combined experience from the private sector, federal government, and military service, including senior roles at Northrop Grumman Corporation, the U.S. Government Accountability Office, the Federal Aviation Administration, the Department of the Air Force, the Department of the Interior, the Department of the Treasury, and the U.S. Court of Federal Claims.

Meet the new team members enhancing the firm’s capabilities across procurement, compliance, and dispute resolution:

Robert Wu, Partner

Robert Wu represents government contractors and other defense industry clients on all aspects of acquisition and performance of government contracts, including bid protests, contract administration, requests for equitable adjustment, contract disputes, regulatory compliance, prime/subcontractor matters, and complex transactional work. Prior to joining Fluet, Rob served as Senior Corporate Counsel at Northrop Grumman Corporation where he supported defense and national security businesses, and as a Senior Attorney in the Procurement Law division at the U.S. Government Accountability Office, where he adjudicated thousands of bid protests and has over 100 published decisions. He also served as a Trial Attorney at the U.S. Army Legal Services Agency, Contract and Fiscal Law Division and as Deputy District Counsel for the Afghanistan Engineer District – North in Kabul. Rob proudly served on active duty with the U.S. Army as a Judge Advocate and continues to serve in the U.S. Army Reserves as a Lieutenant Colonel. He is an IAPP-certified Artificial Intelligence Governance Professional.

Mark Teskey, Counsel

Mark Teskey works closely with government contractors and federal agencies on complex acquisition challenges, including contract disputes, acquisition strategy, and major program execution. Before joining Fluet, Mark held senior leadership roles at the Federal Aviation Administration, Department of the Air Force, Department of the Interior, and Department of the Treasury. Most recently, as Assistant Chief Counsel for Acquisition & Fiscal Law at the FAA, he led legal support for acquisition programs and strategy for a $20 billion agency. He also set up and orchestrated the first steps of Air Traffic Control modernization—a projected $40 billion effort—including award of a $1.5 billion commercial integration contract with no protest. He previously served as Director of Air Force Commercial Law and Litigation, overseeing a $60 billion portfolio of contract protest and dispute matters. Mark is a retired Senior Executive and U.S. Air Force Colonel and served more than 23 years as a Judge Advocate.

Ruth El, Associate

Ruth El represents and counsels government contractors on procurement compliance, contract administration, and dispute resolution matters. She advises clients on FAR/DFARS compliance, cybersecurity standards including CMMC, and assists with bid protests before procuring agencies, the GAO, and the Court of Federal Claims. Ruth also handles contract claims and disputes under the Contract Disputes Act and works with prime contractors, subcontractors, and teaming partners on contractual relationships and risk mitigation strategies. Prior to joining Fluet, she served as a Judicial Intern at the United States Court of Federal Claims. Ruth holds a Master of Laws in Government Procurement from George Washington University Law School and a Juris Doctor from American University Washington College of Law.
