Ruth El is an Associate in Fluet’s Government Contracts Practice, where she represents and counsels government contractors on a wide range of procurement compliance, contract administration, and dispute resolution matters.

She has experience advising government contractors on compliance with federal procurement regulations, including FAR/DFARS requirements and cybersecurity standards such as Cybersecurity Maturity Model Certification (CMMC). Ms. El assists clients with bid protests before procuring agencies, the Government Accountability Office (GAO), and the Court of Federal Claims, as well as contract claims and disputes under the Contract Disputes Act (CDA), including preparation of Requests for Equitable Adjustment (REAs).

Ms. El works with prime contractors, subcontractors, and teaming partners on contractual relationships, regulatory flow-downs, and risk mitigation strategies. She also advises clients on FOIA compliance, exemption strategy, and the protection of confidential and proprietary business information. Ms. El drafts and reviews contractor agreements, including joint venture agreements, nondisclosure agreements, and service agreements, as well as corporate compliance materials such as Codes of Business Ethics and Conduct and organizational conflict of interest (OCI) policies. Additionally, Ms. El has represented financial institutions in enforcement actions under the Assignment of Claims Act.

Prior to joining Fluet, she served as a Judicial Intern at the United States Court of Federal Claims, where she conducted legal research and drafted opinions on federal procurement and contract administration matters. Ms. El also previously represented low-income tenants in residential housing disputes, achieving favorable outcomes through litigation, mediation, and negotiation.

Ms. El holds a Master of Laws in Government Procurement from George Washington University Law School and a Juris Doctor from American University Washington College of Law. She also earned dual Bachelor of Business Administration degrees in Business Management & Organizational Leadership and Legal Studies from the University of Miami.
