Team Member Profile
Robert Wu is a Partner in Fluet’s Government Contracts Practice and leads the firm’s Bid Protest Practice. Mr. Wu represents, advises, and counsels government contractors and other defense industry clients on all aspects of government contracts matters, including contract administration, requests for equitable adjustment, disputes and appeals, regulatory compliance, prime/subcontractor matters, and complex transactional work, with particular focus on bid protests with the U.S. Government Accountability Office. He also advises clients on other U.S. Government transactions, foreign military sales, commercial agreements, and artificial intelligence governance and compliance. Mr. Wu brings over two decades of distinguished legal experience spanning the private sector, federal government, and military service.
Prior to joining Fluet, Mr. Wu served as Senior Corporate Counsel at Northrop Grumman Corporation, where he provided full-spectrum legal support to various business organizations primarily focused on delivering defense and national security solutions to the Department of War and international allies and partners. He also advised on artificial intelligence governance and compliance matters and is an IAPP-certified Artificial Intelligence Governance Professional. Prior to his work at Northrop, Mr. Wu enjoyed a long career of Government service most recently as a Senior Attorney in the Procurement Law Division of the U.S. Government Accountability Office (GAO), where he developed and adjudicated bid protests filed with the GAO. During his time at the GAO, he adjudicated thousands of bid protests and has over 100 published decisions to his name.
Before joining the GAO, Mr. Wu served as a civilian Trial Attorney at the U.S. Army Legal Services Agency, Contract and Fiscal Law Division, where he led teams litigating matters before the GAO, Armed Services Board of Contract Appeals, and federal courts, as Business Attorney for the U.S. Army Futures Command, supporting the Army’s future force modernization enterprise, and as Deputy District Counsel for the Afghanistan Engineer District – North in Kabul, Afghanistan, where he supported construction operations in a contingency environment. Mr. Wu also proudly served on active duty with the U.S. Army as a Judge Advocate and continues to serve in the U.S. Army Reserves, holding the rank of Lieutenant Colonel. His current reserve assignment is as a Chief International Law Officer for the 351st Civil Affairs Command and has previously supported U.S. Special Operations Command, Defense Logistics Agency, and U.S. Army Reserve Legal Command.
Mr. Wu earned his Juris Doctor, cum laude, from the University of San Francisco School of Law, with honors in Intellectual Property and a Public Interest Law Program Certificate. He is currently completing his Master of Laws in Government Procurement Law from George Washington University Law School. He holds a Bachelor of Science in Biology with a second major in Environmental Studies from Tufts University.
In his free time, you can find him driving around his two wonderful children to various events and serving the residents of Gaithersburg as a member of the City Council.
