Fluet is pleased to announce the addition of five accomplished professionals to the firm in September 2026: Ariel Lieberman (Counsel), Martine Mastriani (Counsel), Jared Sammons (Senior Associate), Luke Schlobohm (Associate), and Giavonna Darcy (Law Clerk).
This continued expansion builds directly upon the firm’s strategic momentum, deepening bench strength across international trade, defense procurement, export controls, intelligence, and government contracts. The new team members bring exceptional backgrounds spanning senior roles in the federal government, military service, corporate in-house counsel, and private practice, including service within the Department of War (DoW), United States Army Special Operations Command, U.S. Attorney’s Office, General Services Administration, and Small Business Administration.

Ariel Lieberman, Counsel
Ariel Lieberman advises and represents domestic and multinational clients on complex regulatory, compliance, transactional, and enforcement matters involving international trade and national security. Her practice focuses on cross-border regulatory compliance and risk mitigation, including reviews and investigations before CFIUS, export controls (EAR and ITAR), OFAC economic sanctions, DCSA national security matters, and FOCI mitigation. In transactional matters, she conducts trade due diligence, negotiates risk-allocation provisions, and prepares filings before governmental entities such as BIS and DDTC. Prior to joining Fluet, Ariel served as an Assistant United States Attorney in the U.S. Attorney’s Office for the District of Columbia and practiced international trade and national security at leading global law firms. She holds an LL.M. in National Security Law with Distinction and a J.D. from Georgetown University Law Center, and a B.A., cum laude, from the University of Vermont.
Martine Mastriani, Counsel
Martine Mastriani draws upon extensive experience advising at strategic and tactical levels of the Department of War, Intelligence Community, and Special Operations community. She counsels defense contractors, emerging technology companies, and commercial entities navigating complex regulatory compliance, novel procurement strategies, non-standard logistics, cybersecurity, and export controls. Prior to joining Fluet, Martine served in senior legal roles across the DoW and U.S. Army JAG Corps, most recently as Senior Counsel for National Security Law supporting the United States Army Special Operations Command. She previously served as Associate General Counsel for International Affairs at the DoW Office of the General Counsel at the Pentagon, advising leadership on foreign military sales, export controls, and crisis response operations. She earned her J.D. from Seton Hall Law School and her B.A., cum laude, from the University of Maryland.
Jared Sammons, Senior Associate
Fluet is proud to welcome back Jared Sammons. Jared advises established government contractors, businesses expanding their federal footprint, and nontraditional commercial companies entering the federal market on transactional, compliance, and regulatory matters throughout the contracting lifecycle. His practice encompasses contract formation and performance, FAR/DFARS compliance, small business requirements, bid protests, claims and disputes, internal investigations, and M&A transactions. Prior to returning to Fluet, Jared served as in-house counsel for a Fortune 500 company. And before joining Fluet, Jared served as Assistant General Counsel at the U.S. General Services Administration (GSA), and at the Small Business Administration (SBA), following early career experience as a Contracts Negotiator at Lockheed Martin. He earned his J.D. from Washington and Lee University School of Law and his B.A. in Political Science from the University of Georgia, where he participated in the Honors Program.
Luke Schlobohm, Associate
Luke Schlobohm represents clients in government contracts and international trade matters, bringing a unique multidisciplinary background that combines mechanical engineering with practical experience in defense procurement, national security legal policy, and civil litigation. Prior to joining Fluet, Luke served as a Judicial Law Clerk to the Honorable James A. Crowell IV in the Superior Court of the District of Columbia. His public sector background includes internships with the Department of Defense Office of General Counsel (International Affairs and Acquisitions & Logistics), the DOJ Criminal Division, and the U.S. Army JAG Corps at Fort Hood. He previously worked as a validation engineer and technical writer at Thermo Fisher Scientific. Luke earned his J.D. with High Honors from The George Washington University Law School (Order of the Coif) and a B.S. in Mechanical Engineering from UC Riverside.
Giavonna Darcy, Law Clerk
Giavonna Darcy supports the firm’s attorneys across legal research, case preparation, regulatory analysis, and client matters. A former Summer Associate at Fluet, Giavonna previously served as an intern for the United States Bankruptcy Court for the District of New Jersey and in the government affairs and global policy division of multinational aerospace and defense contractor Leonardo S.p.A., where she analyzed international trade, space policy, and global regulatory developments. She also previously interned at a private law firm focusing on IP and corporate matters. Giavonna is earning her Juris Doctor at Georgetown University Law Center, where she served on the Georgetown Journal of Law & Public Policy, and holds a B.A. in Government from Georgetown University.
