As Counsel in Fluet’s Government Contracts and International Trade Practices, Martine Mastriani routinely draws upon her unique and extensive experience advising at strategic and tactical levels of the Department of War, Intelligence Community, and Special Operations community to advise defense contractors, emerging technology companies, and commercial entities on complex and nuanced regulatory compliance, novel procurement strategies, non-standard logistics, cybersecurity, and export controls across the national security and defense sectors.

Prior to joining Fluet, Ms. Mastriani served in high-level legal roles across the Department of War (DoW) and the U.S. Army Judge Advocate General’s (JAG) Corps, serving most of that time in the intelligence, cyber, and special operations communities. Most recently, she served as the Senior Counsel for Intelligence and National Security Law supporting the United States Army Special Operations Command, where she advised on legal and policy compliance governing national security matters for complex operations. She previously served as Associate General Counsel for International Affairs at the DoW Office of the General Counsel at the Pentagon. In this capacity, she was responsible for advising DoW leadership on multi-billion-dollar foreign military sales, export controls, building partner capacity programs, and technology transfers. Her practice also included advising on global crisis response options in collaboration with the National Security Council and interagency partners. She also has extensive practice advising DoW elements on congressional inquiries in response to oversight functions.

In her free time, you can find Ms. Mastriani enjoying time with her husband while supporting their children at various sporting events or exploring Washington, D.C.
