Team Member Profile

Samuel Morse is a Senior Associate in Fluet’s Litigation + Investigations Practice, representing and counseling clients in complex commercial and civil litigation matters, including national security, business disputes, employment matters, constitutional claims, and appellate advocacy.

Mr. Morse has litigated a broad range of cases, including complex commercial disputes, construction litigation, shareholder disputes, trade secrets and non-compete claims, insurance coverage, and professional malpractice. He has litigated employment disputes, civil rights claims under Section 1983, and matters arising under the Federal Tort Claims Act and the Maryland Tort Claims Act. He has represented clients in all stages of litigation, from TRO and preliminary injunction hearings through trial and appeal, in both state and federal courts, and arbitration. He also brings significant appellate experience. He has both drafted briefs and presented oral argument argued before the U.S. Court of Appeals for the Fourth Circuit and has drafted and filed amicus briefs in the Supreme Court of Maryland.

Following law school, Sam served as a judicial law clerk to the Honorable Daniel A. Friedman of the Appellate Court of Maryland, where he reviewed appellate briefs and records, conducted legal research, and assisted in drafting opinions and dissents. He has also served as a judicial intern to U.S. District Judge Richard D. Bennett of the District of Maryland and as an intern in the Office of the Maryland State Prosecutor.

While in law school at the University of Maryland Francis King Carey School of Law, he was one of only ten graduates to receive the Order of the Barristers Award for Oral and Written Advocacy. He was a member of the National Moot Court Team and the Phillip C. Jessup International Law Moot Court Team, and earned Second Place in the Myerowitz Moot Court Competition. He also served as a Research Assistant for Professor Danielle Citron and published a law review article in the Cardozo Law Review De Novo. He holds a Bachelor of Arts in Political Science from The George Washington University, where he graduated cum laude.

In his free time, you can find Mr. Morse with his wife and two young boys playing in the backyard, taking the dog on long walks, exploring Baltimore, watching baseball, and trying to get better at golf.

  • Served as lead counsel for a London-based international architecture and design firm in a post-merger dispute.
  • Obtained judgment on all claims as first-chair trial counsel following a five-day bench trial in a complex construction dispute.
  • Argued before the U.S. Court of Appeals for the Fourth Circuit, resulting in affirmance of judgment in favor of client.
  • Filed suit under the Americans with Disabilities Act, obtained a preliminary injunction in favor of the family of a disabled child seeking admission into a city-run before-and-after school care program, and negotiated a settlement agreement with the City.
  • Led discovery efforts and dispositive briefing in Section 1983 litigation against the U.S. Marshals Service, resulting in a favorable denial of summary judgment.
  • Obtained ruling from bankruptcy court clarifying that a former prisoner’s civil and constitutional claims were not subject to a bankruptcy settlement or channeling injunction.
  • Drafted certiorari and merits stage briefing in a 2022 redistricting case decided by the Supreme Court of Maryland.
