Emily A. Spence is a Senior Associate at Fluet. Ms. Spence primarily represents, advises, and counsels government contractors on a variety of corporate and government transaction matters.

Ms. Spence has experience representing clients in bid protests before the procuring agency or the Government Accountability Office (GAO) and contract disputes before the Civilian Board of Contract Appeals (CBCA) and the Armed Service Board of Contract Appeals (ASBCA). Ms. Spence also helps clients navigate all aspects of government contracts including compliance with government regulations (FAR/DFARS), acquisitions and novations, internal investigations, and corporate governance.

In particular, Ms. Spence enjoys working with small and growing businesses helping them organize, negotiate contracts, facilitate agreements for joint ventures and other strategic opportunities. Ms. Spence also helps individuals and businesses navigate and maintain eligibility for contracting opportunities including set-aside opportunities for service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), woman-owned small business (WOSB), HUBZone, disadvantaged small business, and 8(a) program participants.

Ms. Spence has previously worked for the Department of Justice and at the Virginia Department of Transportation (VDOT) handling procurement and contract administration matters. Ms. Spence’s prior experience also includes work as a government contractor, including participation on several successful bid presentation teams, and helping local small businesses to optimize business operations.

While in law school, Ms. Spence was the Production Editor on the George Mason Law Review and a member of the George Mason Moot Court Board. Ms. Spence also holds a Bachelor of Arts from George Mason University, where she graduated magna cum laude.
