Fluet is pleased to announce the addition of Partner David Panzer, Senior Counsel James “Jim” Hilboldt, and Contracts Analyst John Supina to the firm.

Leading the team and serving as Chair of Fluet’s Government Contracts Practice is David Panzer, a seasoned Government Contracts litigator. His unique background and practice is set to strengthen the firm’s overall Government Contracts capabilities by focusing on high-stakes litigation, government enforcement, and challenges to government action, especially in matters with international components.

With over a dozen years as a Partner at one of the country’s largest firms as well as seven years as an in-house counsel, David has expansive litigation and corporate experience. He has successfully handled numerous high-profile Government Contracts disputes, False Claims Act cases, bid protests, prime-sub contractor disputes, and wrongful termination claims. Most notably he has strategically resolved a series of complex, international “bet-the-company” matters, which enabled the successful sale of a multi-billion-dollar government services contractor, and then employed that experience to build a legal team devoted to guiding other companies through the complexities of this industry.

David joins Fluet from another boutique where he expanded the Government Contracts Practice by building an accomplished team to serve clients with pragmatic, business-focused solutions.

  • Jim Hilboldt has over thirty years’ experience as in-house counsel, assisting U.S. companies with the sale of products and services to government and non-government customers around the world, particularly in Asia. As part of his practice, Jim strives to provide practical legal and business advice to companies operating overseas, and is especially knowledgeable of the aerospace, defense, and biopharmaceutical industries.
  • John Supina is an experienced business advocate who works alongside attorneys to provide assistance with U.S. Government Contracts, Procurement and Trade Compliance policies and other contract review functions. After serving as a member of the U.S. Navy, John’s career as contractor spanned four decades and included both significant operations and home office roles including significant work OCONUS.
