Fluet is proud to announce that two of our Government Contracts attorneys have been recognized by Virginia Lawyers Weekly in their prestigious 2024 awards programs. These honors highlight the exceptional talent and dedication within our firm’s robust Government Contracts Practice.
David Panzer: A “Leader in Law”
Partner and Government Contracts Practice Chair, David Panzer, has been named a 2024 “Leader in Law” by Virginia Lawyers Weekly. This recognition celebrates attorneys who have made outstanding contributions to the practice of law in Virginia, achieved significant accomplishments, and demonstrated leadership in improving the justice system.
David joined Fluet in January 2024, bringing with him over a dozen years of experience at one of the country’s largest firms (including five years as a partner) and seven years as in-house counsel. His unique background is set to strengthen our firm’s overall Government Contracts capabilities, with a focus on high-stakes litigation, government enforcement, and challenges to government action, especially in matters with international components.
Throughout his career, David has successfully handled numerous high-profile Government Contracts disputes, including False Claims Act cases, bid protests, prime-sub contractor disputes, and wrongful termination claims. His most notable achievement involves strategically resolving a series of complex, international “bet-the-company” matters, which enabled the successful sale of a multi-billion-dollar government services contractor. David has since leveraged this experience to build a legal team dedicated to guiding other companies through the intricacies of the government contracts industry at all points in corporate lifecycles.
Emily A. Spence: An “Up & Coming Lawyer”
We are equally proud to announce that Emily A. Spence, a Senior Associate, has been named a 2024 “Up & Coming Lawyer” by Virginia Lawyers Weekly. This program recognizes attorneys who, in their first 10 years of practice, have been making a name for themselves and displaying the determination and accomplishments that establish them as leaders of the future.
Emily focuses her practice on representing government contractors, with a special emphasis on supporting small and growing businesses. Her background working with officials at the federal and state level uniquely qualifies her to help clients understand and navigate the complex regulatory schemes surrounding government procurement. Emily provides strategic and practical guidance on a variety of corporate and government transaction matters, as well as bid protests, size protests, and claims.
What sets Emily apart as an exemplary “Up & Coming Lawyer” is not only her impressive professional achievements but also her dedication to supporting the next generation of legal professionals and her commitment to empowering small businesses and underrepresented communities. She has demonstrated exceptional legal expertise in representing government contractors on a wide range of corporate and government transaction matters.

The recognition of David Panzer and Emily A. Spence by Virginia Lawyers Weekly underscores the strength and depth of Fluet’s Government Contracts Practice. Their individual accomplishments and collective experience enable our firm to provide unparalleled service to our clients in this complex and ever-evolving area of law.
