Fluet is pleased to announce that Kendra Perkins Norwood has joined as a Partner in the firm’s Government Contracts Practice. Ms. Norwood brings extensive experience in aerospace and defense, both serving in the federal government and representing companies that do business with federal and state governments in litigation, regulatory compliance, and transactional matters.

Ms. Norwood represents prime contractors, subcontractors, suppliers, and grant recipients throughout the government contracting lifecycle. Her practice encompasses bid protests, contract claims and disputes, mergers and acquisitions, False Claims Act matters, and suspension and debarment proceedings. She also advises on internal and government investigations, helping clients develop robust ethics and compliance programs.
Prior to joining Fluet, Ms. Norwood honed her legal skills at several prestigious law firms where she established herself as a trusted advisor to government contractors. Her legal career followed more than a decade at the National Aeronautics and Space Administration (NASA), where she began as a Presidential Management Fellow and held leadership roles in procurement, budget, legislative affairs, and grants management. This combination of private practice experience and firsthand government service provides her with valuable insights into federal procurement processes that benefit her clients.
Ms. Norwood was recently recognized as a “Stand-Out Lawyer” for 2025 by Thomson Reuters, an honor based on nominations and positive feedback from senior in-house counsel that identifies attorneys who consistently deliver exceptional legal service and client value.
Beyond her practice, Ms. Norwood serves as an adjunct government contracts professor at The Howard University School of Law and is deeply committed to mentoring law students and young professionals. She is active in numerous professional organizations, including serving as Chair of the Claims and Disputes Resolution Committee for the Federal Bar Association’s Government Contracts Section and as Founder and Chair of the National Bar Association’s Government Procurement Section.
