Fluet is pleased to announce Emily A. Spence and Grace Williams have each been promoted to Senior Associate, further strengthening the firm’s position as a premier provider of legal services to companies, institutions, and individuals working in government contracting, national security, aerospace, and intelligence sectors.

Emily A. Spence

During her tenure with Fluet, Emily A. Spence has advised clients on all aspects of government contracts practice including bid protests, suspension and debarment, proposals and contracts in accordance with FAR/DFARS, acquisitions and novations, and related corporate work.

Ms. Spence has more than a decade of experience in state and federal government contracting and procurement regulation. Today, Ms. Spence uses this expertise and primarily focuses her practice on helping government contractors navigate the regulatory space and has represented clients in bid protests before the Government Accountability Office, and contract disputes before the Civilian Board of Contract Appeals and the Armed Service Board of Contract Appeals.

While at Fluet, Ms. Spence has represented clients on numerous notable matters during her tenure including:

  • Counseling clients on all aspects of government contracting, including navigating bids and proposals, claims, subcontract and joint venture efforts, and other regulatory compliance matters.
  • Successfully prosecuted and intervened in numerous protests before the Government Accountability Office.
  • Successfully assisting service-disabled veteran-owned small businesses, woman-owned small businesses, and 8(a) small businesses understand and comply with the small set-aside programs and leverage those programs for success.
  • Supported over half a billion dollars in corporate transactions and enable successful contract novation in acquisitions of government contractors.

Ms. Spence earned a Bachelor of Arts from George Mason University and graduated from Antonin Scalia Law School at George Mason University while working full-time. Ms. Spence is a member of the Virginia State Bar.

Grace Williams

Grace Williams, also a graduate of George Mason University School of Law, joined the firm in November 2019 after serving a Presidential Management Fellow and government attorney.

At Fluet, Ms. Williams harnesses a background in complex litigation, investigations, and employment law to advise businesses on workplace issues and employment matters. She also represents private and public sector employees and employers in the Virginia state and federal courts, as well as before the Equal Employment Opportunity Commission (EEOC) and the Merit System Protection Board (MSPB).

To date, she has counseled and assisted clients on a variety of meaningful issues including:

  • Successful negotiations surrounding the departure of senior executives and corporate officers from organizations quickly and confidentially, resolving potential claims with discretion.
  • Counseling organizational management on multi-state, emerging and existing employment law compliance matters.
  • Representing a California-based pharmaceutical company in defamation litigation against a publicly traded media entity.
  • Eliminating non-competition clauses and other restrictive covenants for departing employees allowing them free participation in the marketplace.
