Jared advises established government contractors, companies expanding their federal business, and commercial and nontraditional companies entering the federal market on transactional, compliance, and regulatory matters throughout the government contracting lifecycle. His practice includes contract formation and performance, federal acquisition and small-business requirements, commercial contracting, mergers and acquisitions and related government-contracting considerations, compliance counseling, bid protests, claims and disputes, and internal investigations. He also has experience developing the legal architecture for contracting functions, including processes, contract structures, and legal frameworks designed to support contracting operations and manage risk.
Jared brings experience from multiple sides of the procurement and contracting process. Before returning to Fluet, he served as in-house counsel for a Fortune 500 company, where he advised business teams on commercial transactions, contracting operations, and related corporate and compliance matters.
Earlier in his career, Jared served as an Assistant General Counsel at the U.S. General Services Administration, where he advised contracting officials and agency leadership on matters involving the Federal Acquisition Regulation, the Small Business Act, bid protests, claims and disputes, contract formation and administration, compliance matters, internal investigations, and major government-wide contracting vehicles. His GSA practice also included matters involving the Multiple Award Schedules and Multi-Agency Contracts.
Jared also served at the Small Business Administration, where he supported the agency’s response programs and worked on matters involving program eligibility, business size, regulatory requirements, reconsiderations, and other complex or high-priority determinations. He began his career at Lockheed Martin as a Contracts Negotiator, administering federal and commercial contracts, supporting government audits, and leading contract closeout efforts.
His experience as a contracts professional, government attorney, outside counsel, and in-house counsel gives Jared a practical understanding of how contracting requirements affect both government agencies and the businesses that pursue and perform government contracts, including how those requirements intersect with commercial transactions and changes in corporate ownership and structure.
Jared earned his J.D. from Washington and Lee University School of Law and his B.A. in Political Science from the University of Georgia, where he participated in the Honors Program.

Representative Matters
- Negotiated and executed commercial transactions with leading companies in the rail, maritime, and petrochemical industries while serving as in-house counsel for a Fortune 500 company.
- Developed and implemented legal architecture for contracting functions, including processes, contract structures, and frameworks designed to support contracting operations and manage legal and commercial risk.
- Successfully advised the General Services Administration in connection with the award of a $250 million telematics contract.
- Defended contractors in pre- and post-award bid protests before the Government Accountability Office involving procurements ranging from approximately $25 million to multi-billion-dollar government-wide and multi-agency contract vehicles.
- Assisted the Department of Justice in defending a pre-award bid protest before the U.S. Court of Federal Claims involving a major Multi-Agency Contract.
