David Newsome, Jr. is Counsel in Fluet’s Government Contracts Practice. Mr. Newsome’s practice spans the full spectrum of government contracts law, with particular emphasis on large-scale Base Operations Support (BOS) contracts, complex operational environments, high-stakes disputes, and strategic advisory work for government contractors operating both domestically and abroad. With extensive experience as a senior in-house lawyer, expeditionary JAG officer, and government contracts executive, Mr. Newsome brings a unique, operationally grounded perspective to compliance, negotiations, litigation strategy, and executive-level decision-making.

Before joining Fluet, Mr. Newsome served for fifteen years in senior in-house positions with two of the largest global government services contractors. Most recently, he was acting VP, Deputy General Counsel, and a senior legal executive at V2X (formerly Vectrus), a multi-billion-dollar contractor providing mission support, logistics, and BOS services across the Middle East, Africa, Europe, and the continental United States. In that role, he oversaw major claims and Requests for Equitable Adjustment (REAs), managed high-risk contractual disputes, led negotiations with federal agencies and subcontractors, and advised senior leadership on compliance, risk, and operational contracting matters. A few of the contracts Mr. Newsome legally supported and reviewed included LOGCAP (Logistics Civil Augmentation Program), AFCAP (Air Force Contract Augmentation Program), and Pituffik Base Operations contracts, government contracts valued at hundreds of millions of dollars.

Prior to V2X, Mr. Newsome spent a decade in the legal department at KBR, where he supported some of the most complex and consequential government contracts of the post-9/11 era. His portfolio included contingency contracting in Iraq, Afghanistan, and Kuwait, large-scale logistics programs, and multi-jurisdictional compliance challenges arising from performance in demanding environments.

Mr. Newsome’s government service includes more than twenty years as an officer in the United States Army Judge Advocate General’s Corps, where he served in Europe, Kuwait, Kosovo, and multiple stateside assignments. His roles included military justice, administrative law, operational law, and senior command advisory positions. During his military service, he led litigation teams managing over 50 bid protests before the Government Accountability Office (GAO) and directed teams managing over 30 appeals before the Armed Services Board of Contract Appeals (ASBCA), with hundreds of millions of dollars at risk. His expeditionary service continues to inform his practical, mission-focused approach to counseling government contractors operating in real-world conditions.

Across his career, Mr. Newsome has managed multi-million-dollar legal budgets, advised CEOs and executive leadership teams, negotiated high-value contracts and settlements, overseen complex investigations, and provided strategic guidance on litigation, protests, and disputes. His combination of in-house leadership, military legal experience, and deep familiarity with BOS and operational contracting allows him to offer highly practical, business-oriented solutions to clients facing sophisticated government contracts challenges.
Mr. Newsome also served ten years in the Ohio National Guard.
