Razi Hashmi is a Law Clerk and Senior Policy Advisor at Fluet, touting a diverse background in international law, national security, and government relations matters, with particular emphasis on human rights, sanctions implementation, security sector assistance, congressional relations, and treaty interpretation.

Mr. Hashmi brings over a decade of federal government experience to the firm, including senior leadership roles at the United States Department of State. He supports clients on complex legal and policy matters related to international business transactions, regulatory compliance, and cross-border issues affecting the Middle East, North Africa, and South Asia regions.

Drawing on his background in the Bureau of Democracy, Human Rights & Labor (DRL) and the Office of International Religious Freedom, Mr. Hashmi provides strategic guidance on human rights due diligence, sanctions compliance, and navigating complex international regulatory frameworks. He has significant experience with congressional engagement, interagency coordination, and high-level diplomatic negotiations.

Prior to joining Fluet, Mr. Hashmi served as Deputy Director in the State Department’s DRL Office of Near Eastern Affairs, where he led a 15-person team advancing U.S. democracy and human rights policy in the Middle East and North Africa. His experience also includes managing multi-million dollar rule-of-law and counternarcotics programming in Afghanistan and advising on congressional engagement for the Bureau of International Narcotics & Law Enforcement Affairs.

Mr. Hashmi earned his J.D. from The George Washington University Law School while working full time, where he served as Symposium Editor for the International Law Review Journal and as a Student Attorney in the Civil & Human Rights Law Clinic. He also holds a Master of Public Policy from George Mason University and a Bachelor of Arts in International Studies from Dickinson College.

  • Managed $29 million in rule-of-law and counternarcotics programming in Afghanistan, including oversight of Department of Justice inter-agency agreements and World Justice Project grant implementation.
  • Led U.S. foreign policy responses to transnational repression in the Middle East and North Africa, resulting in life-saving support for dissidents.
  • Coordinated high-level diplomatic engagements, including the 2019 Ministerial to Advance Religious Freedom, 2024, 2023, 2022, and 2019 UN General Assembly, and bilateral visits to India and Pakistan.
  • Represented the U.S. Department of State in high-level intergovernmental events, including the 2017 and 2018 Global Opioid Summits.
